The Montana Association of Counties Health Care Trust was established in 2005 to provide a cost-effective alternative for health insurance benefits for counties and county-related boards and districts. By pooling the risk of a severe financial loss over a larger population, premiums are generally more stable, limiting the broad fluctuations that an individual county or district might otherwise experience.

The Health Care Trust is able to combine the purchasing power of pool members when negotiating plan services, such as claim management, case management, preferred provider pricing, and reinsurance. The result is favorable coverage, terms, conditions, and plan limits that are tailored to the needs of the county, board, or district.

Plan services such as enrollment, risk control, and wellness programs are tailored to the needs of county members. Health Care Trust members have a significant voice in how the pool is operated and how claims are resolved, since the policy-making board is comprised of county commissioners. If claims controversies should arise, Health Care Trust members have the full support of MACo administration and the Health Care Trust board.

Health Care Trust Retiree Medicare Plan

The MACo Health Care Trust and New West Health Services have partnered to offer a Group Medicare Advantage Plan to retired, Medicare eligible MACo Health Care Trust members.

When retirees enrolled in the traditional MACo Health Care Trust Plan become Medicare eligible, they will receive information in the mail about how to enroll in the MACo Health Care Trust Group Medicare Advantage Plan administered through New West Health Services. Although MACo Health Care Trust Medicare eligible retirees will not have the option to stay on, or return to, the traditional MACo Health Care Trust Plan, the MACo Health Care Trust is confident that our Medicare eligible retiree members will receive the outstanding benefits and have less out-of-pocket costs in the long run.

Medicare retirees must be eligible for Part A and enrolled in Part B to take advantage of the MACo Health Care Trust Group Medicare Advantage Plan.  
Participation in the MACo Health Care Trust Group Medicare Advantage Plan is available if the Medicare retiree’s permanent residence is located in Montana and absence from Montana does not exceed more than six months at a time. Just like the traditional MACo Health Care Trust Plan, there is coverage when outside of Montana and abroad.

If a Medicare retiree currently has coverage for their spouse who is less than 65 years of age, the spouse will be eligible to remain on the traditional MACo Health Care Trust plan until they reach 65 year of age. Once the spouse reaches 65 years of age they will be eligible to transition over to the MACo Health Care Trust Group Medicare Advantage Plan.
