RTIC Seeks Public Input onTaxpayer Appeal Process

The Revenue and Transportation Interim Committee meets next on December 4-5 in Helena and is seeking public comment as part of the Senate Joint Resolution No. 23 study of the taxpayer appeal process. The Committee received background information about the county and state tax appeal board processes at the September meeting and is now moving into the phase of the study aimed at identifying issues.

The Revenue and Transportation wrapped up much of its interim work at its Sept. 13-14 meeting, including accepting the final report on the House Joint Resolution 13 study of the individual income tax. The reports for the Senate Joint Resolution 17 study of centrally assessed and industrial property and the SJR 23 study of tax exemptions for nonprofits will be updated to reflect actions at the September meeting and then considered by the committee in November.

The Revenue and Transportation Interim Committee will meet Sept. 13-14 in Helena to receive a fiscal year-end summary, hear information related to the committee’s revenue estimating duties, and wrap up of work on the three studies assigned to the committee. Members also will review agency requested bill drafts and committee-requested bill drafts.

In April, the Revenue and Transportation Interim Committee decided to wrap up the House Joint Resolution 13 study of simplifying individual income taxes and the Senate Joint Resolution 23 study of tax exemptions of nonprofit organizations.

Use of Montana-Made Wooden Materials - Effective October 1, 2011

MACo recommends that bid specifications state that Montana made wooden products must be used on road and bridge projects unless the cost is higher than other materials.  Please read this update to see new laws.

Special Fuel User Permit Number Required on Bids - Effective October 1, 2011

With the passage of HB 319, the 2011 legislature changed the bidding statutes so that when a bid is submitted, it MUST include the bidder’s special fuel permit number.  Effective Oct 1st, any bid that does not include this permit number CANNOT BE CONSIDERED.
