Website Privacy Policy Samples for Counties

We have been receiving numerous questions regarding the privacy policies that SAVA requested be posted on local government websites.  To help in your endeavors regarding this issue, attached are two sample privacy policies that can be used as guides (one for a website that does not collect any personally identifiable information and another for a website that does collect personally identifiable information) as well as some optional clauses.  Depending on what information you collect, the clauses may need altering or more clauses may need to be added.  If using these samples, please be sure to personalize them.  DO NOT simply cut-and-paste this policy as is.

The State Administration and Veterans' Affairs Interim Committee has received 23 letters from members of the legislature objecting to 16 proposed new and revised campaign finance rules. By law, this requires the committee to conduct a poll of the legislature about legislative intent when it passed campaign finance law revisions during the 2015 session.

The Oct. 24 SAVA meeting was changed to Oct. 21.  Also, an SJR 14 Subcommittee on Combining Elections was appointed.  Finally, Sen. Lewis and Sen. Jent have been designated as SAVA's delegates to attend the TRS Board meeting September 27 and the PERS Board meeting October 10.  A fully summary of decisions can be viewed on SAVA's home page on the legislative website.

MACo Pension Update: Pre-Session

On April 10, 2012, the Governor released his legislative proposal regarding the unfunded pension liability.  The proposal was further elaborated on and defined during subsequent meetings of the State Administration and Veteran’s Affairs and Legislative Finance Committees.

SAVA Interim Committee September Update

The State Administration and Veterans’ Affairs Interim Committee voted last month to develop three committee bill drafts, in concert with the Legislative Finance Committee and the Governor’s Office. The drafts initially will embody the governor’s proposals to fix the estimated $100 million a year shortfall in funding for the Teachers’ Retirement System (TRS) and the Public Employees’ Retirement System (PERS).

The Joint LFC/SAVA Subcommittee on Pensions met June 26, 2012.  After discussion and testimony about the governor's pension fix proposal for TRS and PERS, the Subcommittee voted to request staff prepare as recommendations to the full committees two bills (one for TRS and one for PERS) containing the governor's proposal.

At its June meeting, the State Administration and Veterans’ Affairs Interim Committee approved a committee bill seeking an interim study of the Office of the  Commissioner of Political Practices. The study resolution will be introduced in the 2013 Legislature.

Pre-Session Screening of Public Pension Proposals

The State Administration and Veterans' Affairs Interim Committee (SAVA) is required by law to solicit for review prior to the 2013 legislative session proposals to revise any of the public employee pension plans.  A memorandum on behalf of SAVA and a proposal questionnaire has been posted to the SAVA website under the information for the next meeting.  If your organization plans to develop a pension plan proposal and to ask a legislator to introduce the proposal during the 2013 session, please fill out a questionnaire for each proposal and return it to Sheri Scurr, Legislative Services Division, sscurr@mt.gov by August 1, 2012.

The State Administration and Veterans' Affairs Interim Committee meets June 11-12 to consider state agency legislative proposals, conduct the House Bill 142 review of statutory advisory councils and required reports, and review various "test proposals" for dealing with unfunded liabilities in the public retirement systems.
