The Senate-House Conference Committee on the reauthorization of the surface transportation program met for the first time yesterday.  Nothing substantive occurred and it will now be up to staff to work out the necessary compromises that could lead to the legislation being enacted.  As you know, NACo was successful in getting Senators Blunt (R-MO) and Casey (D-PA) to successfully offer a bipartisan amendment to restore off-system bridge funding to the Senate bill.  It is essential that the Senate language prevail in the Conference Committee, which would mean that approximately $650 million in federal off-system bridge funds would be available annually, much of it going to counties.

Counties, please contact Senator Baucus’ (D-MT) staff  and ask them to hold firm on the off-system bridge provision in S. 1813.  He is a member of the  Conference Committee. The transportation staff member for Baucus is Tom Lynch at  (202) 224-2651 but I will leave it up to you to use your best contacts.  Letters to Senator Baucus following up on the calls would be helpful but they need to be sent by FAX.

Thanks for your continued assistance on this issue.  If you have any questions, contact me at (202)-942-4217 or bfogel@naco.org.
