The EQC has just published updated copies of two of its citizens guides: Water Rights in Montana, which explores Montanans' right to use water, and A Guide to Montana Water Quality Regulation, which delves into water quality standards required under the federal Clean Water Act and the state Water Quality Act.

Inflation Factor for Mill Levy Calculation for FY 2013
The inflation factor for FY 2013 is 1.20%. Per 15-10-420, MCA, “a governmental entity that is authorized to impose mills may impose a mill levy sufficient to generate the amount of property taxes actually assessed in the prior year plus one-half of the average rate of inflation for the prior 3 years.”

New EQC Publications
The Environmental Quality Council has just completed two new publications: Permitting in Montana, DEQ - a reference guide to air quality, opencut mining and wastewater permitting; and Permitting in Montana, DNRC - a reference guide to oil and gas drilling and ground water permitting.
NOAA - March, April & May 2012 Temperature/Precipitation Outlook (Spring)
The long range outlook for March-April-May 2012 prepared Dec 15 by NOAA’s Climate Prediction Center calls for elevated chances for cooler than average temperatures and higher than average precipitation for the state again this spring.
Annexations for Census
This is an announcement for the deadline from the Census regarding the submission of boundary changes for American Indian tribes with reservations or off-reservation trust land, governmental counties (and equivalent areas), incorporated places, and consolidated cities. It is important to get the changes in by the key dates so that the correct geography is reflected for upcoming data releases.

Draft Environmental Assessment on Potential Interim Locations for Brucellosis-Free Bison
Montana Fish, Wildlife & Parks (FWP) invites the public to comment on the Draft Environmental Assessment (EA) on the evaluation of potential interim locations for the placement of brucellosis-free bison. The interim locations evaluated include: FWP’s Marias River Wildlife Management Area (WMA) and Spotted Dog WMA, tribal lands on the Fort Peck and Fort Belknap Reservations, the Green Ranch (Bozeman), and the Slip ‘n Slide pastures (Corwin Springs).
