Communities and school districts impacted by natural resource development can now apply for a portion of $21.5 million in funds for needed infrastructure investments. The Delivering Local Assistance Program was created as part of a $400 million infrastructure investment package created through House Bill 652, Sections 1 through 8 (2019 Legislative Session).

HB 652 authorizes funds to be awarded to local governments and schools districts to complete infrastructure projects through grants for a range of infrastructure projects including water, sewer, bridge, public safety, government administration, and schools.

In total, $21.5 million in grants are available. Of that, $10.75 million will be distributed to local infrastructure projects and $10.75 million will be distributed to school district infrastructure projects as defined in the bill.

This allocation of funding is a one-time authorization available for the 2021 Biennium. These application guidelines explain how to complete the application process to be considered for an award of funds through the DLA program.

Applications should be submitted by October 4, 2019. Awards will be made by the fall of 2019.

  1. Complete the Delivering Local Assistance Application and responses to questions.
  2. Send one (1) printed hardcopy and one (1) electronic copy (CD, file transfer service at https://transfer.mt.gov/ or email submission if the file size permits)
  3. Submit complete applications to the Montana Department of Commerce, Community Development Division, 301 S. Park Avenue P.O. Box 200523 Helena, Montana 59620-0523.
