Position Description

Summary

Anaconda-Deer Lodge County is seeking to hire a Grants Administrator & Project Manager. Under the direction of the Planning Director, the Grant Administrator and Project Manager works directly with fellow staff, appointed and elected officials, and the general public to administer existing grants, seek new grant opportunities, manage county-driven projects related to planning and infrastructure, and to pursue other ways to lessen the property tax burden of county residents. On a daily basis, the Administrator/Manager will manage project budgets, assist the Anaconda business community, submit progress/final reports to funders, manage grant contracts and deadlines, pursue grant funding opportunities, assist potential grant applicants with applications and oversight, and provide general project oversight. The individual will assist with Planning Department objectives, facilitate various public meetings, maintain public records; and manage multiple projects on deadlines.

Job Characteristics

Nature of Work:

This position performs work to promote the functions of local government, specifically, projects originating in the Anaconda-Deer Lodge County Planning Department and from the Public Works Division.

Personal Contacts:

Direct contact with fellow employees, appointed and elected officials, and the general public by telephone, face-to-face meetings, and with Commissioners, Chief Executive Officer, and other County staff.

Supervision Received:

Coordinates all activities with the Planning Director.

Supervision Exercised: 

The position may be required to supervise some staff as requested by the Planning Director or CEO.

Essential Functions:

Must be able to: communicate orally and in writing, read written materials, prepare all necessary reports and documents, physically move about for meetings and interactions with the public, stand, walk, use hands to finger, handle, feel, or operate office equipment; identify and pursue grant funding opportunities; review applications and make decisions or recommendations regarding these applications; explain complex procedures/processes to a variety of people; conduct research and compose reports; present proposals/projects before various boards, the County Commission, and the general public; use negotiations and personal judgment to develop solutions to complex planning problems; attend various public meetings; maintain public records; and manage projects on deadlines.

Area of Job Accountability and Performance

  • Demonstrate effective and consistent communication skills through competent oral presentation, as well as written memos, reports, and presentations, which are completed in a timely manner and that appropriately and adequately address the needs of the project of assigned task.
  • Identify areas of need within the local government and pursue potential grant funding opportunities.
  • Administer awarded grants on behalf of the county and to oversee project budgets to ensure successful project completion and final reporting to funders and the CEO/Commission.
  • Attend and/or facilitate the meetings necessary to fulfill the assigned tasks and responsibilities of the position. This includes but is not restricted to public boards, client/customer, and departmental, inter-departmental, inter-agency, and public information meetings including those required for community input as part of the grant application process.
  • Work cooperatively and productively with various staff and advisory board members to accomplish the goals and objectives of various County boards and departments that work with or fall under the purview of the Planning Department.
  • Other duties as assigned by the County CEO and/or Planning Director. This includes, but is not limited to, providing technical and/or physical assistance for County programs, grants, public works projects, community and economic development projects, County sponsored events or activities.
  • Properly maintain records and files consistent with the requirements of County, State and Department standards.
  • Maintain a proper public service mentality by providing prompt and courteous service to all Planning Department customers, patrons, public officials, co-workers and the general public.
  • Contribute to a healthy work environment through appropriate teamwork and by maintaining a professional and courteous demeanor in all job-related activities and responsibilities.
  • Other duties as assigned.

Job Requirements

Knowledge:

This position requires a considerable knowledge of: principles and practices of grant writing, grant administration, budget oversight, project management; research methods and relationship building used in pursuit of grant funding; computer hardware and software programs; applicable local, state and federal laws and regulations affecting grant funding opportunities and planning department functions; and public facilitation methods.

Skills: 

This position requires proficient skills in: the use and operation of computers and software applications, including word processing and spreadsheets; data management and budget management.

Abilities:

This position requires the ability to: effectively communicate and interact with fellow employees, supervisors, members of the general public and all other groups involved in the activities of the department; demonstrate clarity of speech, hearing and manual dexterity; comprehend, interpret and apply laws pertaining to local government; be flexible in working hours as it may require frequent meetings after and before normal business hours.

Must possess a valid Driver’s License.
