What is HB 924?

House Bill 924, sponsored by Representative Llew Jones (HD 18) establishes the Growth Opportunity Trust (GO Trust), impacting state finance, revenue distribution, and various funding programs.

Breaking it down…

Overview

The Montana Growth and Opportunity (GO) Trust, created under House Bill 924, transforms volatile revenue into long-term assets.

Similar approaches exist in Alaska (Permanent Fund), North Dakota (Legacy Fund), Wyoming, and New Mexico.

What the GO Trust Does

Begins Operations in 2025

The trust is seeded using Montana’s current one-time-only surplus, with an initial balance projected around $600 million and expected to grow to nearly $2 billion by 2029.

Captures Risky Revenue – Volatile Revenue

Beginning in FY 2027, the trust will receive half of Montana’s capital gains, partnership income, and treasury interest that exceeds a 10-year baseline average.

Split Structure:

50% reinvested to grow the trust’s value

50% of interest distributed annually to infrastructure and community needs:

  • Water Infrastructure
  • Bridge Repairs
  • Property Tax Relief
  • Disaster Resiliency
  • Affordable Housing
  • Public Pension Stabilization
  • Workforce-Linked Childcare Support

Built-In Protections

Statutorily Protected Principal

Withdrawals from the trust’s corpus require a two-thirds supermajority vote in the Legislature—like when incurring state debt.

Fiscal Triggers

The trust includes automatic fiscal triggers to reduce or pause inflows when Montana’s budget reserves dip below safety thresholds.

Transparency & Oversight

The trust is subject to annual reporting to legislative interim committees.
